minerals, and prescribed different procedures percentage on packed bags, Shri Pant mentioned, for grant of concessions. the Industry can represent to BIS for consideration. • Removing ambiguities regarding tenure of the lease period. • Introducing the concept of Competitive Bidding. • Setting up of District Mineral Foundation (DMF) in every district affected by mining. • Setting up of National Mineral Exploration Trust (NMET}. • Concept of grant of a two stage PL-cum-ML through competitive bidding. • Curbing of Illegal Mining. Subsequently Shri Raju highlighted the implications of most of the key sections of the Act, including the latest on section 3 (a) regarding definition of "Lease Area". He concluded with the highlights of the Mineral Concession Rules- 2016 . The session was chaired by Shri D.S. Bindra, Former President, Vasavadatta Cement. 2.2 New & Revised Cement Standards Shri Sanjay Pant, Director, BIS, in his presentation listed the BIS Standards that are applied and used in Cement Industry as under: 1) Cement Specifications-14 Cement Standards, 2) Raw material , their sampling and testing-1 0 Standards, 3) Cement sampling and testing-21 Standards, 4) Cement testing material and equipment- 17 Standards. Shri Pant informed the participants that BIS is currently working on releasing new standard on Ground Granulated Blast Furnace Slag (GGBS) (Raw Materials) directly for blending purpose and for Ultrafine Slag and Microfine cement. He specifically remarked that BIS has been actively seeking inputs from NCB on various studies in relation to Cement Standards that need to be released. Also BIS has taken up the amendments in the last 2 years to drive sustainable use of natural resources in the Indian cement industry. On the composite cement, Shri Pant observed that the standard provides a good opportunity to the states where both flyash and slag are available. In response to a question from the participant regarding implication of the Revised STI for IS- 1489 with respect to printing of Pozzollona In the second presentation in this session by Dr S Harsh, Joint Director, NCCBM, various studies conducted by NCCBM on multiple avenues for the cement sector were highlighted. He informed that NCCBM is working in close coordination with BIS for various evolving new standards and revision of old standards for Indian Cement Industry. His presentation also highlighted details on the current research going on for increasing addition of Additives for more than 5 %, and that many experiments have given satisfactory results upto nearly 30 % addition limit, and that in another study on Water/Cement Ratio, speci~ic % is yet to be ascertained. He also brought out, that in yet another study with use of Mineralized clinker with 40 % flyash as compared to normal clinker resulted in better strength. Most of the work NCCBM are doing revolves around Sustainability, Conservation of Natural Resources, and Reduction of Carbon Foot Print, he stressed. This session was chaired by Dr D Venkateswaran, Vice President (R&D), The India Cements Ltd. 2.3 Energy Efficiency in Cement Plants & PAT Cycles (I & II) In this session, Shri Ashutosh Saxena, Joint Director, NCB highlighted the various energy efficiency measures taken by the industry. With 99 % of installed capacity through dry process technology, Shri Saxena brought out that Indian cement industry is in the forefront of technology upgradation and modernization through adoption of State-of-the-Art manufacturing technologies. The industry has reduced its C02 emissions to about 0.7 tonne per tonne of cement at present from a substantially high level of 1.12 in 1996. With the adoption of newer technologies and enhancement of production of blended/composite cements, Indian cement industry can achieve the targeted C02 emissions of 0.58 t C02 It of cement by 2020 and 0.50 t C02 /t of cement by 2030 from the current level of 0.7 t C02 /t of cement. It annually recycles around 57 million tonnes of flyash and around 10 million tonnes of granulated blast furnace slag . Lauding the efforts of Indian Cement Industry thus being continually made towards control of emissions and preservation of ecology with a focus on utilization of alternate fuels 26
