The fundamental innovation lies in achieving high-performance concrete with clinker content reduced to just 50% or even 40%, while maintaining strength and durability characteristics comparable to OPC. A typical LC3-50 formulation comprises: • 50% cement clinker • 30% calcined clay • 15% crushed limestone • 5% gypsum This composition exploits the synergistic hydration reactions between clinker, calcined clay (primarily metakaolin), and finely ground limestone, producing calcium aluminate hydrates and calcium carboaluminate hydrates that contribute to strength development and pore refinement. 1.3 Research Objectives This paper pursues three interconnected objectives: 1. To analyse the technical specifications, production processes, and performance characteristics of LC3 cement as defined by IS 18189:2023 2. To evaluate the economic and environmental case for LC3 adoption in the Indian cement industry 3. To identify the key enablers and barriers for commercial-scale LC3 production and recommend strategies for accelerating market penetration. 2. Regulatory Framework: IS 18189:2023 2.1 Development of the BIS Standard The Bureau of Indian Standards released IS 18189:2023 "Portland Calcined Clay Limestone Cement – Specification" in June 2023, following years of research, pilot projects, and stakeholder consultations. This standard represents India's first dedicated specification for LC3 cement, distinct from earlier blended cement standards. The standard was developed by the Cement and Concrete Sectional Committee, incorporating inputs from cement manufacturers, research institutions, construction companies, and regulatory bodies.
